No Child Should Miss a Vaccine: A Conversation with Permanent Secretary Niger State Ministry of Health

September 28, 2025

What was the purpose of the recent meeting with PHC Directors, and what outcomes were expected?

Dr. Gana: This meeting brought together Directors from selected LGAs to review findings from New Incentives’ work across the state. The purpose was to disseminate results and lessons learned from implementing the ABAE program. The outcomes vary from one LGA to another, but overall, the results were very encouraging. Our goal is to significantly increase routine immunization coverage and eliminate zero-dose areas across all LGAs in Niger State.

Have you started seeing any impact of the ABAE program thus far?

Dr. Gana: Yes, absolutely. From the results presented, we’ve seen a marked increase in immunization coverage. More caregivers are bringing their children for routine immunization, largely due to the cash incentives attached. I strongly believe that sustaining this program will further improve coverage, and I recommend expanding it to all LGAs in the state. We want to ensure no child is left unvaccinated.

What message do you have for healthcare workers and other stakeholders in Niger State?

Dr. Gana: To our healthcare workers, one of the key issues highlighted was the high rate of vaccine stockouts. This must be addressed urgently. We need to maintain a consistent vaccine supply in our cold-chain systems so that people who come for services are not turned away. Stockouts discourage caregivers and negatively affect coverage.

To parents and caregivers, I encourage them to take advantage of the available vaccines, whether or not incentives are involved. Most of the diseases that kill children under five are vaccine-preventable. It would be unfair for any child to die from such diseases when vaccines are readily available throughout the state. People should come out in large numbers to vaccinate their children regularly.

Do you have any request for the New Incentives team and the state government?

Dr. Gana: To the funders and New Incentives - All Babies Are Equal program, I urge you to continue this important work. The impact is evident. On the part of the state government, we need to commit more resources to improve vaccine coverage and encourage demand. Traditional rulers and health educators should also be at the forefront, mobilizing communities and raising awareness about the importance of immunization. Their involvement can significantly boost our efforts in achieving full coverage.
